Saudi threatens US with another 911

Is a Saudi prince threatening these United States with another 911? 

He was speaking about the threat that oil shale and NG poses against the kingdom

“I will make them get it, there is no doubt about that,” he said. “I’ll make them get it. It is a matter of survival. There is no choice but to get it. I will keep pushing until they do.”

Will this be another state sponsored act of war?
